James L. Wolbarsht

President and CEO

Mr. Wolbarsht is an operating executive and board member with 30 years experience in strategy, operations, finance and information technology.  The Washington Post, Baltimore Sun, FORTUNE Magazine and The National Journal have all cited him as a management expert.  His work on creating business growth has repeatedly produced measurable outcomes for Fortune 500s and smaller firms.  His recent article, “Making the Change We Need Really Happen” in The Washington Times, targeted getting results in the public sector. He focuses on defense, intelligence and homeland security and advises the Office of the Under Secretary of Defense (Intelligence) on transformation of the defense intelligence enterprise.

He was Managing Director and led Strategy for the $1.5 billion public services group at BearingPoint, Inc. from 2003-2006, including service as Engagement Managing Director for The White House and Executive Office of the President information technology planning program, and for Iraqi Government technology strategy.  Previously, at DEFCON® from 1983 through 2002, he helped commercial, government and international clients integrate their operational and technology methodologies to produce superior bottom line performance - such as supporting a Fortune 100 in implementing a 10% cut in $1.3 billion of annual IT spending. 

As Chief Financial Officer and Chief Information Officer of the Pension Benefit Guaranty Corporation (PBGC) from 1991-1993, Mr. Wolbarsht was the top Financial, Technology and Investment Executive in the Corporation that insures private-sector defined benefit pension plans in the U.S. (67,000 plans and 41 million workers at the time).  He managed annual revenues of $1 billion and directed investable assets of $6 billion.  The Council on Excellence called his position “one of the toughest financial management jobs in Washington.”  According to The Washington Times, he is “credited with turning the once-troubled agency around.”

He has held appointed positions in six administrations, including: as a Member of the Defense Secretary’s Ballistic Missile Defense Advisory Committee and the Director’s External Review Team at the U.S. National Security Agency.  As a member of the statutory Naval Research Advisory Committee (NRAC) from 2004-2011, he authored studies on software intensive systems, biometrics and cyber security.  He led the Advisory Group for the House Permanent Select Committee on Intelligence (HPSCI) from 2005-2010, and has served as a paid expert on major systems acquisition for the U.S. Government Accountability Office (GAO). 

Mr. Wolbarsht received an A.B. with honors from Harvard College, an M.B.A. from the Harvard Business School and served to the rank of Lieutenant in the United States Navy.  He is a member of the Board of Directors at Cobham Defense Systems, Inc., the Executive Committee of the Military Order of the Carabao and he Chairs the Steering Committee of the Defense Industry’s Foreign Ownership, Control and Influence (FOCI) Working Group.
