James L. Wolbarsht

President and CEO

Jim Wolbarsht is a growth-oriented executive who has held operational CEO, CFO and CIO roles, and Board of Directors positions, in both million- and billion-dollar firms.  He has a comprehensive background in business development, finance, technology (including complex systems, big data and cyber security) and risk who brings an integrated perspective on growth, strategy, execution and risk to the boardroom.

Jim has supported multiple billion-dollar deals and generated hundreds of millions of dollars for clients, serving as a technology advisor and creating several international joint ventures.  From 2003 to 2006, he chaired Strategy for the $1.5 billion federal business at BearingPoint, serving as Managing Director for information technology planning in The White House. 

In the early 1990s, he served as the top financial, technology and investment executive at the Pension Benefit Guaranty Corporation (PBGC), insuring 67,000 pension plans for 41 million Americans.  He managed revenues of $1 billion and investments exceeding $6 billion (a “Top 50” U.S. pension fund).  According to The Washington Times, he was responsible for “turning the once-troubled (PBGC) around.”

His operational expertise in the federal government includes Acquisition, Technology, Human Capital, Budget/Finance and Security Operations.  Pro bono, he has served as a member of the Naval Research Advisory Committee (the Senior Scientific Advisory Board for the U.S. Navy and Marine Corps), the Director’s External Review Team at the U.S. National Security Agency (NSA), the Defense Secretary’s Missile Defense Advisory Committee (MDAC) and the Advisory Group for the House Permanent Select Committee on Intelligence (HPSCI). 

The Wall Street Journal, Washington Post, Baltimore Sun, FORTUNE Magazine and The National Journal have all cited him as a technology and management expert. He serves on the Advisory Board for the Strategic News Service INVNT/IP (Inventing Nations vs. Nation-sponsored Theft of Intellectual Property) Global Consortium.

He sits on the Board and Chairs the Audit Committee of Cobham Advanced Electronic Solutions, Inc., the Advisory Board of StaySmarter, Inc., the Executive Committee of the Military Order of the Carabao and Steering Committee for the National FOCI (Foreign Ownership, Control and Influence) Working Group. 

Jim holds an A.B. from Harvard College, an M.B.A. from the Harvard Business School.  He served to the rank of Lieutenant in the United States Navy.  He is an outdoor enthusiast and is certified in Wilderness First Aid by the Wilderness Medicine Institute.
